MOUNT CARROLL – The Mount Carroll city council met for its regular meeting at 7:30 pm on April 23, 2013 with two absent.
During the finance committee meeting immediately before the regular meeting, Alderman Tom Charles read the quote for a forensic audit. The quote was for $143,000. Alderman Risko was not present at the finance meeting. For that reason, plus a large number of Freedom of Information Act (FOIA) requests, the quote was tabled until the next finance committee meeting.
Meeker New Police Officer
The city approved hiring Nick Meeker at the March 26, 2013 meeting. At this meeting the finance committee recommended, and the council approved, his starting pay should be $14.05 per hour.
Meeker will graduate from the part-time basic law enforcement academy class on May 10, 2013 in Peoria Illinois. Mayor Carl Bates is planning on attending the dinner and ceremony.
The council had discussed repairing the wall and sidewalk at the north end on the 300 block on North Main Street at a prior meeting. Alderman Doug Bergren reported that the wall is leaning more and the project is more of an emergency than previously thought. Law Excavating of Mount Carroll has received engineering specifications and the material has been ordered. It is estimated that 50 yards of concrete will be needed to complete the project.
Installation of Elected Officials
The council approved the resolution declaring the returns of the April 9, 2013 Consolidated Election.
The following were sworn into office by the Honorable John Joyce: Carl Bates as mayor, Julie Cuckler as clerk, Doug Bergren and Joseph Grimm as aldermen.
Changed employee health plan to UnitedHealthcare at a savings over their current plan.
Acknowledged receipt of the Annual City Collector’s report.
Approved the purchase of additional parts for the bio-disc project not to exceed $21,000.
Hired two part time employees for the summer starting May 1.
Approved the donation to the 2013 Mayfest of $2,000 from the band fund and $500 from the general fund.
City Attorney Ron Coplan announced the city will receive the deed to the property at 111 North Mill Street on May 2, 2013.
Approved a business loan from the Revolving Loan Fund to Country Girl Boutique in the amount of $30,000 with a re-payment term of five years at two percent interest.
Approved an ordinance to expanding the Whiteside Carroll Enterprise Zone to include a convenience store gas station in Morrison, Illinois.
Approved a raffle license to the Carroll County Senior Services Center.
Approved the clerk and treasurer to attend a “Back to Basics” training in Springfield sponsored by the Central Illinois Municipal Clerk’s Organization.
