Road Work and Well Issues Discussed by Village of Shannon Trustees

The President and Board of Trustees of the Village of Shannon met in Regular session on Tuesday, June 1, 2010, at 7:00 p.m. at Village Hall, with Village President Bonnie Foust presiding. Trustees present were Mark Curtis, Linda Stevens, Ellis Atherton, Troy Lessman, and Wayne Gaul. Absent was Mike Alvey. Employees present were Jason Demichele, Maintenance Manager, and Troy Randall, Chief of Police.

Others present were Denise Bormann, Village Clerk, Adam Holder, engineer with Fehr-Graham & Associates, Attorney Kipp Meyers, and Treasurer Ken Alexander.

After approving the minutes as presented, and the May 2010 Treasurer’s report as presented by Ken Alexander, it was reported that there were 2 building permits issued in May as follows:

- Tim Fry at 317 S. Linn St for a picket fence, and

- Josh Joens 17 S. Hickory for a 6’ Privacy and chain link fence.

The May 2010 water report showed pump #1 pumping 1,718,300 gal/mo, and

Pump #2 pumping 2,060,500 gal/mo, for a total of 3,778,800 gal/mo.

The May 2010 wastewater treatment plant report showed 3,782,691 gallons treated, for an average of 122,022 gal/day, a maximum of 410,490 gal/day, and a minimum of 67,820 gal/day.

Bids for summer roadwork on N. Hickory Street were opened on May 25 at 10:00 am. Two bids were submitted. Martin & Co. bid $44,132.93, and Civil Constructors bid $41,454.00. Village engineers Fehr-Graham recommended accepting the low bid from Civil. A motion was made by Atherton, 2nd by Gaul, to accept the low bid, which passed unanimously. Funding will come from the Village motor fuel tax (mft) fund.

Fehr-Graham received the perforation taping of well #3, and it does show that the perforation did take place. But the well is only pumping 50 gal per minute. IEPA has notified the Village that they must abandon well #3 and seal the two test wells. At this point the best solution is to drill a new well.

Fehr-Graham recommended that the Village firm up its capital improvement plan. Holder said there are some grants available for park projects and a transportation enhancement grant. Trustees will discuss the capital improvement plan at the end of next month’s meeting.

Demichele reported that cement work on Hickory St. was completed, a water service line at Cedar and Market was repaired, and pot holes were filled. Mowing, trimming, and yard waste collection continues, and bad news - the clown swing is down in the Village Park, and not repairable.

Chief Randall reported that in May, there were 9 traffic citations issued, 2 verbal warnings, 3 felony arrests, 12 complaints, and 5 service calls. Also, there were 995.6 miles driven, 98.2 gallons of fuel used, 168 full time and 88.5 part time hours worked.

A motion by Atherton, 2nd by Lessman, to approve resolution #78 to close IL Rt. 72 for the Village’s Sesquicentennial Homecoming Celebration on Labor Day Weekend. All present voted yea.

The Aero group presented a proposal for 5 years, to allow a wireless internet antennae to be mounted on top of the water tower. Attorney Kipp Meyers reviewed the proposal and made some modifications.

A motion by Gaul, 2nd by Stevens, to accept the Aero Group proposal granting use of space on top of the water tower for a wireless antennae, and in return Aero will pay $100 per month rent for the space, $50 for electric, and $5 for every customer over 20. The motion was unanimously approved.

Illinois EPA has approved the demolition plans for the old nursing home. The Village is waiting on a commitment from Reid Law as to demolition start and finish dates. Once that is determined, the Village will need to send $150 to the IEPA for the new demolition permit.

The Finance Committee presented numbers for appropriations. There were some minor changes to a few categories. A motion by Stevens, 2nd by Curtis, to approve the appropriations numbers with some minor changes passed unanimously.

A motion by Lessman, 2nd by Stevens, to grant a 2 ½ % salary increase across the board for full time employees and the clerk was also unanimously approved.

A motion was made by Atherton, 2nd by Lessman, to pass and approve ordinance #335, the prevailing wage ordinance. All present voted yea.

The board would like to thank Eastland Feed for donating black dirt at Bicentennial Park.
